Capability & Standards Notice No. 1 — The Administrative Register of MegaCity (Initial Publication)
Published under the Administrative Procedure & Standards Act §3.1, in force since 2026-08-04 (Stage I, the Commencement Act, D-048/D-046). The Clerk keeps this Register provisionally until the Department of Capability & Standards sits (§3.0); every entry below is provisional and its provisional status is recorded in the Ledger.
What this Register is, and is not
This is the city’s compilation of administrative titles and technical standards — the worklist of rules the city is obliged to make, each with its owner and priority. None of the standards below has been published as a rule yet. Under §2.6, a rule not published to the Ledger binds no one — so nothing in this Register binds anyone today. A register row is not a number; it is the reason a number must exist. Rules are made under Part 2: proposal → public notice → comment → written response → publication in the Ledger.
