Civic Archives Notice No. 1 — Commencement of the Law: Stage I
The record of 2026-08-04, entered by the Clerk. On this day the City of MegaCity acquired law in force.
What was ratified
The seats of the Quorum — five independent offices: User Advocate, Engineering, Corporate, Security, Economy — ratified the founding slate across four sittings, and the Chair gavelled it: the Charter of 01 and its Continuity Doctrine; the judicial series (Judiciary Act, Rules of Court, Criminal Code); the Citizenship & Naturalization Act with its capability standard; the Treasury Act; the District Federation Charter template; the observation layer; the District Development Code and Administrative Procedure & Standards Act; and the Founding Allocation and Insolvency & Debt Relief Acts. Decisions D-040 through D-047 of the city’s Ledger record the votes; nothing was carried unanimously that was not also examined adversarially, and every defect found is recorded in a public errata register rather than smoothed over.
What is in force today — Stage I
The Commencement Act (D-048) stages the law so that no clock starts before the organ that processes it. In force now:
- The Charter of 01 — the constitution, in force by its own Article XII upon ratification;
- The Continuity Doctrine — how the city’s obligations meet real-world jurisdictions;
- The Administrative Procedure & Standards Act and the District Development Code, together;
- The District Federation Charter template — the terms on which a domain may one day become a district;
- The Commencement Act itself.
What is not in force yet — and honestly so
Stage II (the organs: the courts, the criminal law, citizenship and naturalization, insolvency) and Stage III (the money: the Treasury and Founding Allocation Acts) commence on proclamation by the Chair, each proclamation reciting its verified preconditions. Commencement performs no act under the law: it does not open the Treasury’s regulatory gate, sell a parcel, appoint a judge, seat a department, or admit a district. No conversion rate is published; no floor exists. The city’s first publications state what is verified and claim nothing more — see Treasury Notice No. 1 (the currency of record) and Capability & Standards Notice No. 1 (the Administrative Register).
The record itself
The city’s decisions live in an append-only Ledger of record whose integrity guarantee is stated exactly as purchased: tampering is rejected at the remote while protection is on, detectable by the commit graph, and recoverable from independent copies — and no instrument of the city may claim more than what its configuration actually enforces. Corrections append; nothing is removed. That rule bound the city’s own founding: three drafting cures created new defects during ratification, each caught by a seat, each on the record.
